Sport says the 20-year-old defender is currently on loan at Schalke.
The Blues are holding talks with Barca over a potential transfer.
The Catalan giants are also said to be keen on inserting a buy back clause into any deal.
It is reported Barcelona want €25m for the youngster with Everton claimed to be potentially willing to pay €20m in their rumoured pursuit of Todibo.
