Gunners chief Edu has had scouts posted to watch the midfielder this year.
Barcelona have also been keen and like Arsenal made firm enquiries over the summer.
However, their stance has now changed, with Mundo Deportivo reporting Barcelona are now chasing a different type of midfielder.
Spain international Zubimendi’s contract carries a €60m buyout clause.
