But there are reports from Sport that the two parties are not close to an agreement over terms.
That means a window may be open for Chelsea to sign Ter Stegen in the summer.
The Blues are actively seeking a goalkeeper to replace Kepa Arrizabalaga, who has not impressed manager Frank Lampard this season.
Ter Stegen is widely seen as among the top goalkeepers in the world alongside Alisson Becker and Jan Oblak.
Juventus and Bayern Munich are also monitoring his situation.
