There are no set rules which would force Spurs to play every home game in the same stadium throughout the competition.
But UEFA want to know Spurs’ plan by the time of the group stage draw on August 30.
Spurs have the option to play some fixtures at Wembley and could end up playing all three group games there if their new £1bn stadium isn’t ready in time.
The north Londoners have been in talks with European football’s governing body for weeks about when they intend to move to their new ground.
“Whilst we would have been able to mitigate other areas, we simply cannot compromise safety. This decision was unavoidable”
Tottenham club statement
But UEFA will not allow Spurs to start the Champions League with a run of away games or reverse a fixture and want a definitive answer from them as soon as possible.
Tottenham have already been forced to admit it could take more than two months longer than expected to finally move into their new home.
And on Tuesday they issued a grovelling apology to fans, promising to refund those left out of pocket after buying expensive tickets to the new ground.
A club statement read: “Delays are common, certainly for builds of this size and complexity, however we are hugely frustrated that this has occurred at such a late stage.
“Whilst we would have been able to mitigate other areas, we simply cannot compromise safety. This decision was unavoidable.”
The Tottenham Hotspur Supporters Trust, which had lobbied for the move, welcomed the decision on refunds as “progress” in what the club called “this challenging time.”
But that did not stop an angry backlash from fans online complaining Tottenham’s statement was short on detail about the exact refund mechanism.
Spurs have at least been cut some slack by the EFL, who will allow them to reverse their League Cup third-round fixture next month should they be drawn at home.
But the venue for the club’s Premier League home game against champions Manchester City on October 28 remains yet to be confirmed.
The new stadium was set to stage it’s first game against Liverpool on September 15 but this and the following home fixture with Cardiff on October 6 have already been relocated to Wembley.
