He scored 25 goals in 36 appearances last season which caught the eye of teams in the upper parts of the table.
Marseille have been linked with a move for 27-year-old Balotelli and Raiola suggested talks are taking place, according to RMC.
He said it was too early for a deal to be confirmed but indicated a transfer could be possible due to his relations with the club.
Raiola, the so-called super-agent, said the Italian and Marseille have a similar style and mentality.

Balotelli made a name for himself in English football as an unpredictable but talented young striker.
He won the Premier League with Manchester City in 2012 but had a fractious relationship with newly-appointed Italy boss Roberto Mancini.
Balotelli ended up moving to Nice in 2016 after a difficult period at Liverpool.
His career has been salvaged on the south coast of France with Mancini recalling him to the Italy squad earlier this year.
